On October 30, Spring Bamboo Shoot Academy held another training session led by Guan Xiaojun, Supervisor of the Resin Division’s General Office. Centered on the theme “All-Employee Safety Production Responsibility & Hidden Risk Identification and Management,” the course focused on the core principles of safety production. By tracing policy evolution and analyzing real cases, the training guided participants in understanding how to implement safety responsibilities and manage potential hazards effectively. Guided by National Policies to Strengthen the Safety “Red Line” The training opened with an overview of China’s evolving safety production policies: —from the 2013 pledge that “development must never come at the cost of human life,” —to the 2015 emphasis on “people-oriented principles and the supremacy of life,” —and the 2023 directive to “uphold bottom-line thinking and carry out in-depth safety hazard investigations.” A clear and unwavering safety red line runs through all these national guidelines. Through several alarming real accident cases, Supervisor Guan highlighted the importance of safety management and hazard identification, reminding everyone that safety is never trivial—and vigilance must never fade.
Safety Is Everyone’s Responsibility: Implementing the All-Employee Responsibility System “Safety is not the responsibility of one person—it's the responsibility of everyone.”The training emphasized the core definition of the All-Employee Safety Production Responsibility System: every position, from top management to frontline workers, must carry explicit safety responsibilities. Legal principles clearly state: Those who oversee an industry must oversee its safety; Those who manage business operations must ensure safety; Those responsible for production must guarantee safe production. Supervisor Guan elaborated on four aspects—responsibility coverage, system building, operability, and evaluation mechanisms—explaining how to embed safety responsibilities into every task and workflow.
Identify Risks · Eliminate Risks · Form a Closed-Loop Safety System What is a hidden hazard? It may be a defective piece of equipment, an operational error, or even a management oversight. The training introduced key criteria for identifying major hazards across industries and provided practical guidance tailored to the company’s operations. Key daily practices include: Before-shift checks: Ensure equipment safety and assess operational risks. During-shift inspections: Monitor the production process and report abnormalities promptly. After-shift reviews: Cut power, close valves, and lock facilities to eliminate hazards at the source. The session also clarified the responsibilities of operators, team leaders, and safety officers. Execution tools such as the PDCA cycle and the Five-Fix Principle (fixed responsibility, fixed measures, fixed timeline, fixed executor, fixed inspector) were introduced to enhance management efficiency. Encouraging Everyone to Participate in Building the Safety Defense Line At the end of the training, Supervisor Guan highlighted the latest notice from the Sanming Municipal Government regarding rewards for reporting safety hazards. All employees can report potential major hazards or violations through the “Safety Production Report” mini program. He encouraged everyone to stay alert, identify issues, and help eliminate risks—making safety a conscious and proactive action.
